About Lobbying: AmCham Italy Recommendation Report
Almost a year of work, dialogue, debate, clashes and reconciliation: this is what drafting the American Chamber of Commerce in Italy Report "Regulating lobbying activity in Italy" entailed. We, at Telos A&S, have contributed to its drafting together with corporate lobbyists and consultancy lobbying firms, members of the AmCham's Working Group Public Affairs.
On 15 February, the Recommendation Report Paper was presented at the Aspen Institute Italy, a beautiful venueThe President of the Aspen Institute Italia Prof. Giulio Tremonti and AmCham’s President Stefano Venturi introduced the topic, whereas Prof. Enzo Moavero Milanesi moderated the debate. Interesting comments from the floor were made by Senator Maurizio Sacconi and by the former President of WWF Italy and former Green Party’s MP Grazia Francescato.
The Working Group, in its Report, suggests 10 recommendations, to be presented to the new Government and Parliament to shed some light on the lobbying activity. The Report calls for more transparency in the public affairs activity not only from lobbyists' , but also on the Institutions' side: the Working Group recommends – for instance – the setting up of a mandatory national register for lobbyists and a code of conduct foreseeing effective sanctions. It also calls for full transparency of the legislative process at all governmental levels: stakeholders’ participation in the process shall be guaranteed with clear traceability of their interactions with the Institutions.
